Oregon’s largest indoor arena may soon receive a long-awaited overhaul after the state Senate approved legislation establishing a long-term partnership to renovate and maintain Portland’s Moda Center, home of the Portland Trail Blazers and one of the most visited entertainment venues in the state.
The measure creates a framework that would allow the state, the City of Portland, and other regional partners to coordinate funding, management, and long-term operations of the arena. Supporters say the proposal is intended to modernize the decades-old facility while protecting public funds and ensuring the venue remains a centerpiece of Oregon’s sports and entertainment economy.
Opened in 1995, the Moda Center has hosted professional basketball, concerts, community gatherings, and national sporting events for nearly three decades. While the arena remains one of the busiest venues in the Pacific Northwest, it is also considered the oldest NBA arena in the country that has not undergone a major renovation. Industry standards for arenas have evolved dramatically during that time, with newer facilities offering upgraded seating, technology, hospitality areas, and production capabilities designed to attract major tours and global sporting events.
State lawmakers supporting the plan say modernizing the arena is critical to maintaining Portland’s competitiveness in the national events market. The Senate’s action establishes a multi-jurisdictional structure that could allow the state to participate in the arena’s future ownership and financing. Under the framework, the state may issue long-term bonds to help fund major renovations, with the expectation that tax revenue generated by economic activity tied to the arena would help support repayment of those bonds over time.
The legislation also establishes a dedicated fund that would collect revenue from multiple sources to support renovations, long-term maintenance, and operational costs associated with the arena.
