The City has released its Draft 2023 Consolidated Annual Performance and Evaluation Report (CAPER), providing residents a chance to review and comment on the city’s community development initiatives funded through the federal Community Development Block Grant (CDBG) program. This report, submitted annually to the U.S. Department of Housing and Urban Development (HUD), details the City’s use of resources, geographic distribution of funds, and the impact on families and individuals served.
For Program Year 2023, which marks Year 4 of the City’s Strategic Plan, the CAPER summarizes both accomplishments and challenges in addressing community needs, including efforts to promote fair housing and other objectives outlined in the Strategic and Action Plans.
Public review of the draft CAPER is open from November 5 to November 20, 2024. During this period, residents are encouraged to provide feedback on the city’s progress and priorities in implementing its CDBG goals. The City Council will hold a public hearing on December 4, 2024, to acknowledge the draft CAPER and consider public input before final submission to HUD.
After Council review, the final CAPER will be submitted to HUD by December 26, 2024, for approval. Residents can access both the draft and finalized versions of the CAPER on the city’s website, providing transparency and engagement in the community development process.
This annual CAPER serves as an important tool in assessing how effectively the City is leveraging CDBG funds to support economic development, housing stability, and social services across targeted neighborhoods, ensuring public funds are directed toward impactful and equitable initiatives.
