The City of Grants Pass has announced a call for proposals aimed at addressing homelessness in the community, with a new grant program designed to provide alternatives to individuals currently living or sleeping on public property. The initiative, introduced through a formal request for proposals (RFP), seeks creative and practical solutions to reduce the reliance on sidewalks, parks, and other public spaces for overnight shelter.
City officials explained that the RFP invites organizations, agencies, or collaborative groups to submit plans that will establish one or more shelters or managed rest sites for unhoused residents. These facilities must be low-barrier, meaning they reduce obstacles such as strict entry requirements, and must meet compliance with the Americans with Disabilities Act (ADA) as well as all relevant state and federal laws.
At the core of the city’s requirements is the need for capacity to accommodate at least 150 individuals. The intent is not only to provide immediate relief in terms of a safe place to sleep but also to create pathways toward long-term stability. Proposals are expected to outline how applicants will support individuals with transitioning to permanent housing and offer services such as addiction recovery, mental health support, and employment assistance.
While traditional shelter models are encouraged, the city is also open to alternative approaches. Submissions may include innovative designs or programs that demonstrate an ability to reduce the burden of unsheltered homelessness without relying heavily on public property. Officials emphasized that creativity and effectiveness will be key factors in evaluating proposals.
The deadline for submission is Thursday, October 9, 2025, at 4:00 p.m. Pacific Time. Completed applications must be delivered to City Recorder Karen Frerk at City Hall, located at 101 NW A Street in Grants Pass. Proposals will be opened the same day at 4:00 p.m.
The city has underscored its authority to cancel the solicitation or reject any or all submissions, noting that issuing a new RFP remains an option if necessary. This safeguard allows city leaders to maintain flexibility should none of the proposals adequately meet the needs of the community or comply with required standards.
Homelessness has remained a pressing challenge in Grants Pass, as in many communities across Oregon and the nation. Local leaders continue to navigate the balance between legal obligations, public safety, and humanitarian considerations. In recent years, federal courts have ruled on the rights of unhoused individuals to sleep on public property when no adequate shelter options are available.
