Rogue River Mayor Pam Van Arsdale has been recognized with one of Oregon’s highest honors for civic leadership, receiving the James C. Richards Memorial Award during the League of Oregon Cities’ 100th Annual Conference in Portland. The award is presented annually to an elected city official who demonstrates exceptional personal commitment to intergovernmental affairs and service to the people of Oregon.
Van Arsdale’s leadership has been a defining force in Rogue River and the broader Southern Oregon region for nearly a decade. Since assuming office as mayor, she has spearheaded modernization efforts within city government, updating local policies to meet contemporary needs while maintaining fiscal responsibility. Her work has extended beyond city limits, as she successfully secured transit services from neighboring counties, enhancing mobility for residents of Rogue River and surrounding communities.
Her regional influence is underscored by eight years of service on the Rogue Valley Council of Governments board, where she has worked on cross-jurisdictional initiatives affecting transportation, infrastructure, and economic development. She also serves on the Oregon Department of Land Conservation and Development’s Local Officials Advisory Committee, as well as multiple policy committees within the League of Oregon Cities, where she advocates for the interests of small municipalities.
Throughout her public service, Van Arsdale has prioritized collaboration and relationship-building across different levels of government. She has maintained strong working relationships with fellow mayors, state legislators, and members of Congress, ensuring that the concerns of smaller communities are represented in regional and state-level decision-making. Her leadership has been acknowledged across the political spectrum, earning her respect for both her strategic approach and her steadfast commitment to local governance.
In 2018, the Oregon Mayors Association recognized Van Arsdale with the Mayor’s Leadership Award for Small Cities, highlighting her ability to balance a demanding full-time career with extensive civic involvement. Her emphasis on open discussion, informed decision-making, and practical solutions has produced tangible benefits for the city of Rogue River, Jackson County, and the Southern Oregon region.
The James C. Richards Memorial Award carries a deep legacy. Named after James C. Richards, a Bay City councilor and Tillamook County administrative officer, the award honors those who follow his example of dedicated intergovernmental service. Recipients are selected based on their demonstrated ability to strengthen cooperation between city, county, state, and federal entities.
The League of Oregon Cities, founded in 1925, represents all 241 incorporated cities in Oregon. It provides legislative advocacy, policy development, intergovernmental relations support, conferences, training, and technical assistance to help city governments better serve their communities.
Van Arsdale’s recognition marks a significant moment not only for Rogue River but for small cities across Oregon. Her work illustrates how local leadership, when coupled with statewide collaboration, can drive meaningful progress and ensure that even the smallest communities maintain a strong voice in shaping Oregon’s future.
