When a wildfire races through steep timber, a deputy calls for backup on a remote mountain road, or paramedics respond to a medical emergency beyond the reach of reliable cell service, one piece of equipment often matters more than any other: the radio. It is the lifeline that connects dispatchers with first responders, allows agencies to coordinate their efforts, and keeps emergency operations moving when seconds matter most.
Josephine County is now taking a significant step toward strengthening that lifeline.
County commissioners are evaluating plans to modernize the county’s public safety communications network through the development of a new Project 25, or P25, digital radio system. Early estimates place the project at approximately $5 million, but county officials have stressed that the proposal remains in the planning stages while engineering, funding opportunities, and long-term design options continue to be reviewed.
For many residents across Southern Oregon, the discussion extends well beyond replacing aging equipment. It represents an effort to improve the reliability of emergency communications throughout one of Oregon’s most geographically challenging counties, where rugged mountains, deep river canyons, dense forests and limited cellular coverage continue to present obstacles for emergency responders.
Josephine County’s existing radio infrastructure has served local agencies for many years, but portions of the system are becoming increasingly difficult to maintain as equipment ages and replacement parts become harder to obtain. County leaders have acknowledged that keeping the current network operational has required interim repairs while staff continue pursuing grant funding that could help offset the cost of a complete modernization.
Unlike older analog systems, a P25 digital network is built around a national communications standard widely used by public safety agencies throughout the United States. One of its greatest advantages is interoperability, allowing agencies from different jurisdictions to communicate directly with one another during major incidents without relying on incompatible radio systems.
That capability has become increasingly important across Southern Oregon.
Large wildfires rarely stop at county lines. Search-and-rescue operations often involve multiple agencies working in difficult terrain. Major crashes on Interstate 5 can bring together sheriff’s deputies, city police officers, firefighters, ambulance crews and transportation officials within minutes. During events like these, dependable communications are every bit as important as fire engines, patrol vehicles or ambulances.
A modernized radio network would support the Josephine County Sheriff’s Office, emergency management personnel, local fire districts, emergency medical responders, public works crews and numerous partner agencies that routinely work together during emergencies. It would also strengthen communications with neighboring counties and state agencies when mutual aid is requested during large-scale disasters.
Residents have witnessed firsthand how critical those partnerships have become in recent years.
Successive wildfire seasons have required coordinated responses involving local fire districts, the Oregon Department of Forestry, the Bureau of Land Management, the U.S. Forest Service and other public safety organizations. During fast-moving incidents, emergency radio systems frequently become the primary means of communication as responders move into areas where commercial cellular networks are unavailable or overloaded.
Reliable communications also play an important role in everyday public safety operations that rarely make headlines.
Deputies patrolling rural communities, road crews responding to storm damage, emergency managers coordinating severe weather response and firefighters answering structure fires all depend on continuous radio coverage to receive assignments, request assistance and relay critical information back to dispatch centers.
The county’s emergency communications network works alongside the Grants Pass Communications Center, which provides around-the-clock 911 call-taking and dispatch services for much of Josephine County. Dispatchers coordinate responses for law enforcement, fire agencies and emergency medical services while serving as the central communications hub during emergencies.
County officials believe upgrading the radio infrastructure could also position Josephine County to compete for additional state and federal grant funding. Because Project 25 has become the standard for public safety communications nationwide, many grant programs give preference to agencies adopting interoperable systems that meet established national standards.
While commissioners have expressed support for exploring modernization, no final decision has been made regarding construction or financing. Additional engineering studies, funding strategies and system design work remain under review before the county commits to moving forward.
The discussion comes as Josephine County continues broader efforts to strengthen emergency preparedness. Earlier this year, county leaders focused on wildfire readiness, interagency coordination and emergency planning, while also reorganizing county operations to place renewed emphasis on emergency management responsibilities.
For residents, the proposed communications upgrade may not be as visible as a new fire station or a fleet of patrol vehicles, but its impact could be felt every time someone dials 911.
Emergency radios rarely receive public attention until they fail. When they work as intended, dispatchers remain connected with crews in the field, neighboring agencies coordinate without delay, and critical information reaches responders when it is needed most.
As Josephine County evaluates this investment, officials are weighing more than a technology upgrade. They are considering the future reliability of the communications network that quietly supports virtually every emergency response across the county. If the project ultimately moves forward, it would represent a long-term investment in the coordination, resilience and public safety infrastructure that residents depend upon during both everyday emergencies and the region’s most challenging disasters.
