A familiar downtown parking lot at the northeast corner of Fifth and H streets is set to undergo a significant transformation in the months ahead, as the City of Grants Pass moves forward with construction of what will be known as Owl Plaza. The project is designed to preserve public parking while creating a flexible civic space capable of hosting community gatherings, performances, and seasonal events.
City officials say the concept balances practicality with placemaking. The existing lot will remain available for parking during normal use, but its layout and surface improvements will allow it to convert into an event-friendly plaza when needed. The goal is to create a shared space that supports both everyday commerce and special occasions.
The architect behind the design described the vision as “the living room for downtown, just waiting for guests to arrive.” That description reflects the broader intent of the project: to strengthen downtown’s role as a gathering place while supporting surrounding businesses.
Construction will be led by Vitus Construction, Inc., with work expected to begin soon. While city staff emphasize that efforts will be made to avoid major disruptions, portions of the project will require temporary street closures and traffic adjustments.
According to the current tentative schedule, the intersection of G Street and Fifth Street is expected to close from March 16 through April 10, 2026. Later in the spring, the intersection of H Street and Fifth Street is scheduled for closure from April 27 through May 20, 2026. Officials caution that these dates could shift depending on weather or other unforeseen circumstances.
During these phases, lane reductions, altered delivery routes, and temporary sidewalk closures may occur. City representatives state that advance written notice will be provided to merchants and property owners before any intersection closures or significant access restrictions. Project managers also plan to coordinate directly with business owners to help manage delivery schedules and reduce operational disruptions. Work will be sequenced strategically to shorten the duration and extent of access limitations wherever possible.
Recognizing the impact construction projects can have on downtown commerce, the city has scheduled a public informational forum to outline the timeline and address concerns. The meeting will take place on March 10, 2026, at 5:30 p.m. in the Council Chambers at City Hall, located at 101 NW A Street. A virtual attendance option will also be available for those unable to participate in person.
In addition to construction updates, the city is offering residents and supporters an opportunity to leave a lasting mark on the plaza through the purchase of engraved brick pavers. The commemorative bricks are intended to serve both as a fundraising component and as a way for community members to become physically connected to the project’s footprint.
Owl Plaza represents another step in Grants Pass’ ongoing efforts to enhance downtown vitality while maintaining core infrastructure. By retaining parking capacity and adding adaptable public space, city planners hope to create an area that supports daily business activity and accommodates festivals, markets, and other civic events throughout the year.
