The Grants Pass Airport, which has recently completed a major runway expansion, is currently operating without its airport manager as concerns grow regarding internal procedures and financial oversight. County officials have confirmed that Mike Crisafulli has been placed on leave. Whether that leave is administrative in nature or tied to potential disciplinary action has not been formally explained.
What is documented is that access to the airport’s self-service fueling kiosk system in connection with Crisafulli after an attempt was made to access the Fixed Base Operator fueling system without authorization. The airport owns both the equipment and the fuel inventory, while contracted operators manage day-to-day fueling services. Records show that steps were taken to restrict system access after concerns were raised about improper entry into the fueling platform.
Beyond that confirmation, the circumstances remain largely undefined. There has been no public explanation detailing the nature of the access attempt, whether it violated established protocol, or whether it is directly tied to the manager’s leave status.
The leadership uncertainty comes at a time when the airport is already under financial examination. The county recently allocated or “set aside” approximately $3 million from its general fund to complete a runway extension project. The extension was promoted as a necessary infrastructure improvement intended to increase safety margins, accommodate larger aircraft, and support long-term economic growth in Josephine County.
County officials have stated that the $3 million is expected to be reimbursed through Federal Aviation Administration grants. However, as of this writing, the full reimbursement has not been publicly documented. It has been reported that portions of the grant funding have been approved, but not all of the anticipated amount has been confirmed as received. Until the reimbursement is fully accounted for, the general fund remains exposed to that obligation.
Further concern has emerged over a separate financial issue involving approximately $300,000 that may have been transferred from the county’s general fund to airport operations under circumstances that are now being reviewed. This matter is distinct from the other issues currently under examination. Inquiries have been directed to the Board of County Commissioners for clarification. As of today, Commissioner Ron Smith has requested patience while the county reviews what has been described as a new discrepancy. No formal findings have been released confirming that any funds were misallocated, and officials have not publicly substantiated the claim. Nevertheless, discussion of this potential shortfall, combined with outstanding questions surrounding reimbursement for the runway extension project, and Crisafulli’s suspension has intensified scrutiny of internal financial controls and oversight practices at the airport.
The Oregon Department of Justice is also reviewing matters connected to airport operations. Authorities have not outlined the scope of that review, and no conclusions have been announced. It remains an active and ongoing process. At this stage, there have been no public findings of wrongdoing, and no charges have been filed. The review itself, however, underscores the seriousness of the concerns under examination.
The Grants Pass Airport plays a critical role in the region. It supports business aviation, medical flights, wildfire response operations, flight training, and recreational use. The runway extension was intended to strengthen its long-term viability and attract additional aviation traffic. The current leadership gap and financial uncertainties stand in sharp contrast to that forward-looking vision.
Operationally, airport services continue. Aircraft are arriving and departing, fueling operations remain functional, and contracted service providers are still in place. From the outside, daily operations appear steady. Internally, however, key questions remain unanswered.
Was the attempted access to the fueling system a misunderstanding of administrative authority, or something more serious? What is the precise status of FAA reimbursements tied to the runway project? Has any portion of county funds been improperly allocated? When will a full accounting be presented to the public?
Until those questions are addressed with documented clarity, uncertainty will persist. Taxpayers funded the runway expansion with the expectation of federal reimbursement. Aviation users rely on transparent management of fuel systems and airport infrastructure. County leadership now faces the responsibility of providing clear, verifiable answers.
This remains a developing situation. Investigations are ongoing, and final determinations have not been made public. As additional information becomes available, the broader community will be watching closely to see how this chapter at the Grants Pass Airport ultimately unfolds.
