The Josephine Community Library District Board of Directors has scheduled a special meeting for Monday, April 21, 2025, at 5:30 p.m. The meeting will include a closed executive session focused heavily on one of the library system’s most pressing and prolonged issues: the stalled lease negotiations for the Grants Pass library building.
According to the preliminary agenda, the board will meet under the provisions of ORS 192.660(2)(e) and (f)—Oregon laws that permit executive sessions to deliberate on real property transactions and review records exempt from public disclosure. While several topics will be discussed, the centerpiece of the meeting will be the ongoing lease negotiations between the library district and Josephine County commissioners, which have been at an impasse for several months.
The Grants Pass branch serves as the central hub for library services in the county, yet its future remains uncertain due to unresolved lease terms with the county, which owns the building. Despite the library district’s repeated efforts to reach an agreement, negotiations have stalled—largely due to delays and a lack of resolution from the Board of County Commissioners. The impasse has raised concerns among residents and library supporters about long-term planning, public access, and the stability of one of the county’s most vital public service institutions.
In recent years, the library district has made clear its commitment to investing in improvements, expanding community services, and ensuring safe, stable facilities for the public. However, without a finalized lease, the district’s ability to plan for the future or apply for certain grants and funding opportunities remains severely limited.
During the executive session, the board is expected to review confidential records and updates related to lease negotiations, as well as other real property matters affecting library operations. While the discussion itself will remain private—as permitted by state law—any formal decisions must be made in an open public session, either later in the same meeting or at a future date.
This lease issue has become a flashpoint for broader concerns about the relationship between the library district and the county government. As a community-supported institution that operates independently but relies on facilities owned by the county, the library’s ability to serve the public depends on productive, cooperative agreements with local officials.
The Josephine Community Library District serves patrons across multiple branches in Grants Pass, Illinois Valley, Williams, and Wolf Creek. These libraries provide vital access to books, educational programming, internet resources, and literacy support for thousands of residents. Ensuring stable locations—particularly at the flagship Grants Pass branch—is essential to continuing this mission.
Residents interested in the outcome of the lease negotiations and other matters discussed at the meeting are encouraged to follow updates through the library district’s website at josephinelibrary.org. Approved meeting minutes and public summaries will be posted following the session to maintain transparency and keep the community informed.
As the board reconvenes to address this long-standing issue, the hope remains that a resolution will be reached that prioritizes the needs of the community and secures the future of public library services in Josephine County.
